Fix File System Error (-2147219196) When Opening Photos in Windows

File system error (-2147219196) often appears when opening an image in Microsoft Photos. The wording does not prove the disk itself is damaged. First separate an app problem from a file problem, then use the least disruptive repair.

Test the File and App Separately

Step 1. Open a different known-good photo in Photos. Then open the problem photo in another trusted viewer. If only one file fails in every viewer, preserve a copy and investigate that file rather than resetting Windows.

Step 2. Check whether Photos works for another Windows account. Record when the error began and whether it followed an app or Windows update.

Repair Microsoft Photos

Step 1. Open Settings > Apps > Installed apps, locate Microsoft Photos, open its advanced options, and choose Repair. Test the same image again.

Step 2. If Repair fails, choose Reset on that app page. Resetting changes app settings, so make sure photos are stored as actual files or backed up, not only referenced by a collection.

Step 3. Open Microsoft Store and update Photos. Then install pending Windows quality updates and restart. Avoid untrusted scripts that re-register every Windows app.

If Photos is supplied through a work or school account, check whether the organization blocks Store updates. For personal devices, install updates while signed in to the account that owns the app. Do not download a Photos package from an unrelated file-sharing site.

Check Windows and Storage Only If the Evidence Points There

Step 1. If multiple apps fail, run DISM /Online /Cleanup-Image /RestoreHealth followed by sfc /scannow from an elevated Terminal. Restart and test again.

Step 2. If File Explorer, other photos, or copying also report read errors, back up accessible files immediately. Check the drive's SMART and Windows event history before a repair scan; recurring hardware errors call for replacement rather than repeated CHKDSK runs.

If only files in a cloud-synced folder fail, confirm the account is signed in and that the files are fully downloaded rather than online-only placeholders. Try one local copy before running a disk repair. This separates a sync problem from an actual storage problem.

If Photos Are Missing

Do not save new data onto the affected drive. If photos were deleted or a partition became unreadable, Qiling Deep Data Recovery can scan a stable, detectable drive; it does not fix the Photos app itself.

Step 1. Install Qiling Deep Data Recovery on a different drive from the one with missing photos. Choose Fast Scan for recently deleted photos, Recycle Bin Scan after emptying the bin, or Format Scan after formatting.

Choose a recovery mode for missing photos

Step 2. In the file-type filter, select Pictures and any other needed types. Then select the original volume by drive letter and capacity and start the scan.

Select the original photo location as scan source

Step 3. Wait for results, filter or search by name, and preview several photos to confirm they are the correct files.

Preview recoverable photo files

Step 4. Select the files, click Recover, and save to a different physical drive. Open the recovered copies before using the original volume again.

Save recovered photos to separate storage

Conclusion

Repair the app when files are healthy; investigate the file or disk only when independent tests show data trouble. The error message alone is not a reason to format a drive.
